The word, empower, means to give permission to, power or the legal right to do something. It means to allow, let, permit, inspire, give confidence to, and give strength to, often by enabling someone to increase their control over their own life or situation.
The Holy Spirit is the third person of the trinity revealed to us. He and the father and the son are one. He is co-equal, just like the son is one with God. He Holy Spirit is the executive arm under God. God uses him to implement, enforce his will on earth.
Acts 1:8 says you shall receive power, after the Holy Spirit has come upon you.
Zechariah 4:6 made it known that every exploits you are going to carry out to make meaningful impact will only come by the power of the spirit.

The Holy Spirit is the only person that can really empower us for service and nothing can replace him in the church or in the life of a believer. The empowerment is not for show or entertainment but for service for the expansion of the kingdom; the preaching of the word.
